Andros had been charged with reorganizing the colony, a project which included the enforcement of various restrictions on trade -- notably the navigation act -- but also involved imposing freedom of religion (and catholic office holders) on Boston's largely puritan population. He unified muslim forces which were fighting each other (most notably Seljuk Turks with their minor skirmishes before the First Crusade) and managed to create one united muslim force.
