During this time (1780) the Articles of the Confederation structured the government. They created a weak and decentralized government. This was evident in Shay's Rebellion, when the country's own government had no power to stop or quell it.

Everyone agreed that something needed to be done. The Federalists supported the new US Constitution.  However, the Anti-Federalists wanted a weaker federal government with strong stage ones. They hoped to amend or change the Articles, but would accept the Constitution with a Bill of Rights.

The papers were written to garner support for the Constitution and explain how it worked.
