In the beginning Katniss and Peeta's relationship never really went anywhere till they go into the games. Their first encounter is when Peeta gave Katniss the burnt bread from his family bakery. The second is during the reaping where Katniss and Peeta are forced to go into the hunger games. From there moving forward Peeta says that he's in love w/katniss and she was upset at the fact that they never talked and never trained together. So they decided to fool the capitol into thinking they're star cross lovers. She doesnt like him at all but him he's a bit smitten. During the games you see The friendship of Peeta and Katniss evolve and she starts to be more vulnerable and they start to have a friendship while still fooling the capital and sharing a few kisses.
