The birth rate increased to women having around 4 children in their lifetime. There were about 36 births per 1000 population per year

The National Constituent Assembly wanted to create a Constitutional Monarchy. One of the major complaints of the of the French people with the monarchy was the unchecked power. The King and Royal family could operate however they wanted. They were "above the law". This aggravated the people. Many were extremely poor and starving. They couldn't afford the simple basics like bread and milk to feed their children and yet the Royal family lived in lavish luxury and were demanding more and more taxes.

If you mean the speech to the Virginia Convention, then he builds ethos through religious passion. He portrays himself as a faithful Christian who is fighting for God. The allusion to the Biblical motif of light is the equivalent of fighting for God's truth.
