The CheckBoxList control is in the System.Web.UI.WebControls namespace (so not winforms!). It has an Items[] indexer to get to the items. Counting starts at 0, so the third item would be:
cblparts.Items[2]

Answer:
Truly, it's dependent on the person. Personally I like and use desktops but other people may like laptops or even phones more. Depending on the "type of user" I would say a novice or someone who has to travel a lot would benefit more with a laptop. When it comes to someone who can't use either a laptop or desktop then mobile devices such as IPhones, Smartphones, tablets etc. would be the best fit. When it comes to operating systems I myself personally prefer Linux due to it's "Simplicity" while also being extremely "Complex". New users to laptops, desktops, etc. Would benefit much more from a Windows OS then a Linux or mac. The same also applies to mobile devices. Truly though it's based on the person themselves and you can't say "1 OS or type of device is better for this group of people over the other". It's all user preference.
