Crossing over occurs at prophase I of meiosis. The chromatids break at the junctions and rejoin with the opposite chromatid. This causes exchange of genes between homologous chromosome. It causes mixing of paternal and maternal alleles and is one of the reason that meiotic division causes genetic variation.
