During the peace conference U.S. President Woodrow Wilson
prioritized his 14 Points as a framework for the peace plan. He had to concede with the other people for

Lloyd George wanted to ensure France’s security but he did not want severe sanctions
against Germany. French leader George Clemenceau on the other hand wanted to
ensure that Germany won’t invade them again.
He also wanted heavy penalties on Germany.
Is this just a general question? if so, it probably costs more due to the fact that certain codes must be met to build a hospital, it also is more expensive due to the material that has to be used to meet those codes. However, the location of the hospital can greatly affect the pricing ( like the city it resides in and where in that city it is located )
