This question asks us what equation could represent the scatter plot.  While we may not be looking for an exact line of fit we want one that can best represent the data that we have.  While I would highly recommend graphing each equation as it would give you a much greater understanding of the material you can also piece together a correct answer just by looking at the equations.  First of all, by looking at the graph we can tell that the slope is negative because as we progress along the x axis the values on the y axis get lower and lower meaning that we have a downward sloping line.  This immediately narrows out D because we can see that there is no - sign before the 9x which represents the slope.  We can also narrow out B right away as the slope is too extreme for our scenario.  A slope of -3 means that it would have to be a lot more vertical than we see represented in this scatter plot.  -3 means that the line would have to go down 3 units for every 1 unit it horizontally moves if that makes sense.  Now we are left with two possible answer choices, A and C.  We can now look at the y intercept point of these equations to determine the best answer.  The y intercept is the point at which the line crosses the y axis.  C has a y intercept of 1 and we see the scatter plot points congregate much higher on the y axis than 1 so that rules out that answer leaving us with A!  Just to double check our answer we know a slope of -3/4x seems reasonable based on the previous information and we can certainly see that a y intercept of 10 would make sense!  I hope this has been of use to you and please do not hesitate if you have anything you would like me to elaborate on :)  Have a wonderful rest of your day!
