y ---> the total charge in dollars

we know that

y=0.15x+25 -----> equation A

y=0.10x+18.50 -----> equation B

To find out after how many minutes will the two plans charge the same amount, equate equation A and equation B

0.15x+25=0.10x+18.50

solve for x

0.15x-0.10x=18.50-25

0.05x=-6.5

x=-130\ min

therefore

They will never pay the same amount , because the time cannot be a negative number.

Rebecca s Plan is better than Tanisha s Plan because it has smaller fee and less cost per minute
