We have,

We know that,

IQR = Upper quartile - Lower quartile

Using the above formula, we get

$7=Q_3-16$

Adding 16 on both sides, we get

$7+16=Q_3-16+16$

$23=Q_3$

Therefore, the upper quartile of the distribution is 23.
