Employers shall implement and establish all fall security systems needed by this subpart for an employee, and shall comply with all other relevant demands of this subpart before that employee starts the work that requires the fallen security. I would say C) because when you think of it, it has to be an opening, meaning the flooring is opened. It isn't A because no matter how deep it is, if it's only half an inch thick nothing can get through.
