The federal system of government, a bicameral form of leadership that is composed of the central and regional governments will require wide participation of people because it works on the principle of public participation (whereby those affected by the decisions of the government or leaders will make their input in important deliberations) and this is possible through interviews, surveys, and discussions that seek to obtain differing views of people to arrive at unbiased decisions.
