I'm unsure about the phrasing of this question, but if I'm reading it correctly, the correct sequence of events here would be:

The picture was fastened to the wall, so Dolley had to cut the picture out of the frame. Then, after she had cut it, she took the painting out and rolled it up.

Due to the nature of what Dolley is doing, it's not possible for her to do both at the same time.

Kinda unsure what you're trying to ask but the painting was attached to the wall and was not coming off so they broke the frame rolled up the picture and ran out since you know it was on fire and all.

Huey long was considered to be a major political threat to President Roosevelt and implementation of his policies.

Huey criticized that his policies simply taxed the rich and it had not done anything worth to the poor. Huey became governor of Louisiana and he intimidated many officials with his aggression and violence. With the help of his intimidation and threat, he succeeded in doing good to the people by laying roads and taking up the projects of huge factory constructions.
