National government

Explanation:

Think about it some states are Democrat and some are Republican. If state governments had more power the US would be worse off. If there are more Republican states then the US would be republican leaving out the Democratic opinion and vise versa. Now if we have National government with more power the US is not more left or more right. National government makes decisions based on what benefits the US as a whole not as just these states or those states. So which National government there is more opinions and reliable people.
