I think the answer is Peter the Great. Peter the Great is one of the greatest men in the history of Russia. He was able to unify Russia under his reign. He had proclaimed the Northern capital, St. Petersburg as the imperial capital during his time. This city is considered one of the most important ports in Russia because of its strategic location which is by the Baltic Sea
