The delegates across the United States originally meet at the Constitutional Convention in Philadelphia in 1787. The initial purpose of the meeting is to fix the problems they were encountering with the utilization of the Articles of Confederation.
However, upon the deliberation and argument, they realized that the Articles of Confederation is too broken to fix, hence, they decided to write a new constitution eventually.
Hence, the delegates meet at the Constitutional Convention "to fix the articles of confederation."
