We are given

two ratios  as

First ratio:

\frac{30}{80}

we can simplify it

\frac{3}{8}

Second ratio:

\frac{12}{32}

we can simplify it

\frac{12}{32}=\frac{4\times 3}{4\times 8}

we can cancel 4

\frac{12}{32}=\frac{ 3}{ 8}

so, both ratios are same

so, they are proportional..........Answer
