In my opinion it would be Augusto Pinochet because he overthrew the democratically elected socialist Unidad Popular government of President Salvador Allende and ended civilian rule.
There are MANY dangerous countries where people are killed or even enslaved and tortured. So yes America SHOULD provide refuge for immigrants.
