I believe yes. Teenagers are people who have the mental capacity to make decisions for themselves. Although their decisions making is still developing in this time of their life, it is developed enough for teenagers to make decisions on their own.

1, Most teens decide to do drugs when they want to "fit in" with friends, that's a bad decision which they shouldn't be trusted in.

2, When teens turn 16 they want to drive a car and that's how more car crashes happen.

3, Teens want to leave the house by themselves thinking their adults. Any teen can die by them just leaving the house.
