Johnson justifies the use of troops first, because Governor Romney officially requested that federal troops be sent to Michigan to control the violence, and because the city of Detroit had completely lost order, and since no local authority had been able to solve the emergency, in the words of President Johnson, looting, looting, and violence had nothing to do with civil rights, nor with the independence of each state or city to impart the law, per se. In this case, it was supposed to be a situation of violence and chaos that no citizen would tolerate, and in spite of himself and everyone, he had to send federal troops to control the situation and reestablish order.
