Explanation:

The English parliament is divided into two: House of commons and House of lords. The house of Lords exist to discussed new lands proposed by the members of parliament. The House of commons exist to discuss potential changes that need to be made on existing law.

Both of these houses need to work together to analyze the current condition in England and develop a legislation to address/handles the issues that the country face.
