-10\frac{3}{10} = - \frac{103}{10}
Now, divide. Dividing fractions is the same as multiplying by the reciporical. So:
-\frac{103}{10}  \ becomes\  \frac{10}{103}
\frac{103}{100} *- \frac{10}{103} =  -\frac{1030}{10300} = - \frac{1}{10}
