Because Alfonso untangles Frankie from the fence, Alfonso meets Frankie's sister, Sandra (who he eventually goes on a date with). If Alfonso hadn't stopped his bike to help Frankie and Sandra, there would have been no premise for this story. So, this action drives the rest of the plot forward.
