Why did Kansas have two governments in 1855?
Serggg [28]
In 1855, when Kansas was partaking its legislature elections, the abolitionists then set up their own government in Topeka. On the other hand, many pro-slavery people came from Missouri to vote. They desired to elect pro-slavery officials. They won the elections and set up their own government at Shawnee Mission which are 2 governments. So the answer is letter C.

Explanation:

The Vice president has the duty to preside over the Senate.

What this means is that the Vice president cannot himself vote in the Senate on normal occasions. He can only cast the vote to break the tie when the votes are equally divided. In other cases, he is not voting nor addressing the Senate without senators' permission.
