      Latitude 12 N, Longitude 45 W is in the North Atlantic Ocean. This is the region where tropical cyclones ( hurricanes ) can start. Hurricanes are large tropical storms with heavy winds. They form only over warm ocean waters near the Equator.
      There are 6 main requirements for formation of a hurricane:
      - warm sea surface temperature,
      - atmospheric instability,
      - high humidity in the lower to middle level of the troposphere,
      - enough Coriolis force to develop a low pressure center,
      - a preexisting low level focus or disturbance,
      - low vertical wind sheer.
       Answer:
      Those are favorable conditions for a hurricane but you also need other factors.
