The native cultures often tend to adopt foreign customs through the globalization. The reasons for this can be seen in the fact that they can be useful, they seem more ''cool'', the people want to keep pace with the developed world, but also because of the media and propaganda. While this may be nice in a sense of uniting the world, it is also very harmful toward the native cultures, as the younger generations tend to be focused on the foreign one and neglect their own one, so many cultures are on the verge of dying out.

because back then in the 20’s it was politically correct and acceptable to target particular ethnic groups from being able to migrate to your country.
All of the other immigration acts have occurred within the last 50 years or so when it would NOT be acceptable to enforce this kind of exclusion.
