The Great Compromise of 1787 was an agreement that large and small states reached during the Constitutional Convention of 1787 that established a two-house legislature under the United States Constitution. It retained the bicameral legislature as proposed by Roger Sherman, along with proportional representation in the lower house. It required the upper house, United States Senate, to have two members from each state.The lower house, or House of Representatives, would have representation based on the population of a state.

Under the AOC each state got one electoral vote for each senator and the number of representatives in the state.

Virginia basically wanted a rule where "<em>the more people in the state the more votes"(house of representatives)</em>

New Jersey wanted the same amount of votes from one house(the senate) no matter the population of the state.

Roger Sherman came up with the great compromise that solved this issue. He created a house of representatives that voted based on the population of the state. He also created a senate with equal representation for each state.

Popular sovereignty and federalism are important to the constitution because they both say that the people give the government its authority. This principal was important because they wanted the government to be subject to the law not above it.  

We understand <em>popular sovereignty</em> as the concept in which political power rests with the people who can create, alter and abolish government. People express themselves through voting and free participation in government.

And <em>federalism</em> stands for the sharing of power between federal and state government.
