Zebra is a depressing somber person. Zebra feels like he is in a cloud and he is feeling the wind. Zebra was running so fast that he couldn't stop. the rushing shadow is a vehicle. Zebra hurt his leg so he has where a brace until it heals. To try and get better and run fast as he can. Zebra notices that the man has only one arm.  Zebra directs him to the main office and suggests that he needs to talk to Mrs.English rather than Dr. Winter.

When he says "that ain't no matter" he means that it is no big deal. Without is used to mean exactly that and is not meant as an opposite.
