A total of 600 people were asked.

A total of 312 people were for it.

312/600 = 0.52 = 52% were for it.

This means 100-52 = 48 % were against it.

Since more than 50% voted for it, it would most likely pass.

Since they used three separate sample groups I’d be confident that it passes.

15,000 x 48% = 7,200 would vote against it.
