Answer:

There is always a parameter in which high beams of headlight are safe to use. As any car coming from the opposite side will feel the effect, which can cause loss of vision for the driver of the car which may result in a traffic accident,if in case things got out of control. For, that reason using high beam lights are safe in distance of 500 meters or else use low beam light in  dark while driving through high traffic.

According a research driving at night is 90% more dangerous then driving in day light as vision is severely limited at night. Along with that the traffic accidents rates are more at night time due to problems in vision and control by the human body. Along with which fatigue makes it more dangerous to drive a car at night time.
