Public opinion affects government policy, this can be seen in many cases throughout history.  One recent case of this would be the uproar caused by the death of George Floyd, a 46-year-old man killed at the hands of a police officer because he had handed a counterfeit $20 bill over the counter. After his death, a great number of BLM (Black Lives Matter), ACAB protests, and riots were blooming across the United States. This had inspired many places to enforce more regulations on the police force such as requiring a high school diploma or entering a new sort of training. This was a small but powerful step for the United States.

In this example, the troops were frightened and confused about whether people in the village were enemies or not. Some of them reported they didn't know if the rifle sounds came from enemy guns or from their own troops.

So, basically, none of them were sure about what was going on but still they began setting fire to huts and shooting people (who weren't enemies).
