P = 2(l + w)

9 * 6

P = 2(9 + 6)

P = 2(15)

P = 30

26 * 2

P = 2(26 + 2)

P = 2(28)

P = 56

54 * 1

P = 2(54 + 1)

P = 2(55)

P = 110

18 * 3

P = 2(18 + 3)

P = 2(21)

P = 42

Therefore, the 9 x 6 rectangle has the smallest perimeter.

 if you want the smallest perimeter i'd say 1 by 54 or one by 54 rectangle
