Roughly 80% of the population will have HPV at one time or another. It is usually suggested that those who get HPV while younger wait and it will pass on its own. By demanding the vaccine and making it mandatory, we will lower these risks.
I am not sure why parents do not get their kids vaccinated because they really should. My guess would be that they are uneducated or believe that anything with risks should be avoided for their children and do not understand that the disease the vaccine is treating is actually worse than the unlikelihood of the vaccine side effects occurring.
