Communism is represented as a vulture because vultures are not the friendliest animal is communism isn't the most friendly type of government. The vulture is carrying chaos because that is what people believed Communism would bring to Western Europe if the Soviet Union overtook that area. Congress is portrayed as a doctor who is rushing to save Western Europe from chaos. Congress did achieve this by issuing the Marshall Plan which helped Western Europe rebuild after the war so their governments wouldn't be tempted to join the Soviet Union.
