President Washington made decision to not accept recommendations from his advisors and stay neutral during the war of France and England. When Washington become president, he believed he US should stay neutral and form a policy even though his advisors insisted on choosing sides. Washington didn't make policy decisions during his term because he didn't want to interfere with the power the Constitution gave Congress. He also refused to accept the recommendations from his secretary of state, Thomas Jefferson, and his secretary of the treasury, Alexander Hamiltion. Jefferson was for the French, while Hamiliton was for the British.
