The correct answer is that no one hold complete supreme power under the consitution. In difference with the Magna which the complete supreme power was on the King.

Explanation:

In the Constitution the goverment would be voted by the poeple creating a democracy and then the people who would be appointed no branch wold have complete power. He cbelieved in check and balances for the goverment to also be held accountable.
