While Judges cannot make choices if they have past experiences with the defendant/ prosecutor, Judges can make decisions if something they did was morally wrong. The government cannot force moral values onto a human being, but there are some circumstances Such as forcing people to wear masks. Forcing someone to do something nice is violating civil rights.
