If you go through each option, it would be correct.

-5(7) = -35 + 3 = -32
-3(7) = -21 + 3 = -18
-1(7) = -7 + 3 = -4
6(7) = 42 + 3 = 45
7(7) = 49 + 3 = 52

So the equation y= 7x+3, as you selected would be correct.
