We know that a^{m/n}=\sqrt[n]{a^m},

so in your case,

(-8)^{2/3}=\sqrt[3]{(-8)^2}=\sqrt[3]{64}=\boxed{4}

c)
(x miles)*($0.97/mi) = $820

*divide both sides by $0.97/mi

x miles = $820/($0.97/mi)
