I pretty sure the answer is C. Raise or lower taxes on all Americans

Article 1 Section 1 of the U.S constitution states “All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.” Article 1 Section 7 also states “All Bills for raising Revenue shall originate in the House of Representatives,” therefore meaning only the House of Representatives and other members of Congress can pass these laws.
