I would round each number to the nearest tens place.
33 would be rounded down to 30.
89 would be rounded up to 90.
Then I would do 90+30.
X = measure of angle<span>complement: 90 -x
supplement: 180 - x
</span>Four times the complement increased by forty-six = 4(90-x) + 46
twice the supplement: 2(180 - x)
so

4(90-x) + 46 = 2(180 - x)
360 - 4x + 46 = 360 - 2x
2x = 46
x = 23

measure of angle x = 23
measure of complement = 90 - 23 = 67
