The quantity of energy present in the photons determines the electromagnetic radiation type. Radio waves have low energy photons, while microwave photons have a bit more energy than the radio waves, infrared rays have more photons than the micro and radio waves, then followed by visible, ultraviolet, X-rays, and, the gamma-rays which is highly energetic among all.

A short wavelength means a high frequency, whereas, a long wavelength means a low frequency. In electromagnetic spectrum, the wavelength of gamma rays is shorter than all other electromagnetic rays. Hence, it has the high frequency.
