The North debated that the slaves should not be represented since the Southerners did not give them voting rights or property rights unless freed. However, Southerners obviously wanted them represented since they would have more representation of the people if they are. The great compromise divided the legislative branch into the House and Senate, where unequal population based representation was in the House and the equal representation for each state was in the Senate. This compromise also came forth with the 3/5 compromise, which counted 3/5 of the slave population in every state.
Wilson decided to disregard Lodge. By declining to include senators among some of the negotiators traveling with him to the Paris Peace Conference and by releasing conference outcomes to the public before reviewing them with committee members, he angered the Senate. Hence Henry Cabot Lodge, a senator, is against American membership in the League of Nations.
Wilson attacked Lodge and his supporters as "contemptible, narrow, selfish, pitiful little minds who never anywhere but run through a circle and think they are getting somewhere" in a fit of rage over what he perceived as Senate interference.
The president became irate and launched a national campaign after Lodge's committee significantly amended and inserted "reservations" into the treaty. He experienced a physical collapse while on a passing tour in October 1919, which further impaired his political judgment.
