[Note]: You don't need to find the y-intercept, because from, y=ax+b

a is slope and b is y-intercept, you know b then you know y-intercept. For example b = 2 then y-intercept is at 2.

To find the x-intercept, y = 0

-3x+2=0\\-3x=-2\\x=\frac{2}{3}

Therefore, y-intercept = 2 and x-intercept = 2/3

No, I do not think non-citizens should be allowed to vote. The reason I think non-citizens shouldn't be allowed to vote is because they are not an inhabitant. They also aren't national of a particular country or town. Therefore, they shouldn't be a part of the voting.
