Let’s do rule of elimination.
It’s not constituents as those are the people that are governed.
I don’t think it would be agencies either.
Departments maybe.
Corporations no.
Commissions maybe.
Courts and Judges are a part of the judicial branch.
Electoral college and electors are part of the legislative branch.
