El Rey ejercía su reinado en España, allá en Europa, por lo que no tenía el pulso directo de lo que acontecía en la Nueva España. Por esa razón, los miembros del Consejo de las Indias eran su contacto directo, sus "ojos" en los territorios de la Nueva España y por eso sabían lo que era más conveniente y se lo aconsejaban al rey antes de que tomara una decisión.
