This is because Egyptian artists used a hierarchy of scale to represent status and importance in their society. Because Egyptian Kings were often seen as earthly forms of deities (ex. In the 5th dynasty the Pharaoh was commonly believed to be the son of sun god Ra, and the name was incorporated into the Pharaoh's legacy) they were somewhat equal to their divine counterparts which is why they were depicted as the same size in Egyptian art!
