They won 104 congress seats after promoting the legislations that were opposed by the Democrats such as Telecommunications Act and the Personal Responsibility and Work Opportunity Act.

This win create a new perception within the republican party.

They believed that American people were quietly dissatisfied by the leadership of Bill Clinton from the Democratic party. They showed this dissatisfaction by electing a lot of Republican candidates to make changes that opposed Bill Clinton's policies.
