Well, the money from a state's treasury is mostly spent on Schools, Library's, and safety construction(as in construction to help safety like speed bumps and road signs). In a shorter term i would say the public. When a school gets a new sign or a new speed bump here and there the state helps that school get those needed items. The future is depending on future generations and at this very moment, the new generation is in schools preparing for the future. So all said, I would say the public.

President Barack Obama said that sometimes there are movements of both left and right that try to seek disintegration, oppose technology and recover jobs that have been disappearing for decades. Therefore, an impulse to want to "pull back" from globalization could be understandable.
