OA=\sqrt{(1-0)^2+(4-0)^2}=\sqrt{1+16}=\sqrt{17}

Now, put these values in equation (1).

k=\frac{2\sqrt{17}}{\sqrt{17}}

k=2

Therefore the scale factor of dilation is 2.
